MLDN's end of the year's political message,.december 1999.

"HAPPY NEW YEAR 1999"
We surelly draw near to the end of the year 1998 and the dawn of the millenium. During this period of time, zaïrean people, miserable of all time, is still plunged into the worst hardship in the world, which is a direct consequence of Mobutu's regime. Today Kabila's regime is perpertuating those Mobutu's methods to such an extend that the misery of the people has reached inexplicable and inimaginable limits!
Mr. Kabila, backed by some dubious intellectuels as Mobutu was, and since he came into power by means of machine guns has established a political system based on an insulting arbitrary, nepotism, arrest of political activists ( many are jailed without trial ), encouring tribal and ethnic hatred, empty promises, rape and illegal appropriation of private properties ( for instance the house Mr. Kabila occupies was never legally approprieted by the state ), selling off the national patrimony to secure his power, murders, military tribunals for civilians something that the notorious and historical Mobutu never did, and finally the promotion of serial killers like Mr.KYUNGU who is responsible of the 1992 genocide of Kasaï people who were living in Katanga at the time. Mr. KYUNGU has been appointed Ambassador in Kenya.
The political dilema of the republic of Zaïre started since independence in 1960 with a very short lull during Mr. Kasa-vubu reign. The situation went from bad to worse, reaching unacceptable limits towards the years 1980's and arose the national conscience and the unstoppable need for democraty wich is the only way towards development as far as MLDN is concerned.
Unfortunately, the road to total freedom being very long, many of the pretender pioneers of struggle for democraty have fallen and failed, not because of difficulties of struggles, but because they all lacked political policy and were easy preys to corruption which brings division and betrayal among leaders.
It is therefore clear, our country has been kept in the gulf of misery by our own peuple. That is correctly illustrated by the lack of cohesion in the opposition camp. There are more than a thousand political opposing policies which divide us much further!
From the above description of the zairean politics, crisis with military fight and the urgent character of the action to be taken in order to solve the country's crisis, MLDN suggests the following :
MLDN requests all the state ( soil ) managers to fully abide by the United Nations charter especially the human rights. A). The MLDN believes that armed struggle alone can never bring a lasting and permanent peace. Getting into power with machines guns, democraty will remain utopia. Considering that the Zairean people deserve a peaceful life, MLDN proposes the following : -The negotiated solution is the best of all; -In the present case, the true negotiated solution means the RESIGNATION OF Mr. KABILA from the presidency and the handing over of the state power to a political and negotiated directorate or committee made up of a president whose role will be political and administrative, a Vice-President with administrative role and a Prime Minister with a managerial role. The main duty of the committee, during a five year period, will be to pave the way to democratic election and establish definitive institutions. -All the political leaders and activists must be involved in this process and work in unity to secure the country "rebirth". Any person with a political past too compromised shall be excluded from the transitional process. B): The murder of a human being and the incitement of the population to tribal and ethnic hatred being considered crimes against humanity, le MLDN requests all the competent institutions that abide by the United Nations charter, to bring Mr. KYUNGU to justice for gross violations of human rights and crime against humanity.
Finally, the MLDN asks all the autorities this letter is sent to, the zairean people and every person of good will to do their level best in order for this letter to bear good formit in the national interest.
