 To whom it may concerned.


 I am a citizen of the Democratic Republic of the Congo, and am interested
 in
 acquiring membership in the UDPS.  I am actually residing in the United
 States
 of America, and I tried to access the site, but for some reason, access
 was
 denied.  Would you please provide me with a way by which I may acquire
 membership?
